AFINCA - 10/11/2011 A Controladoria Geral da União também espera “pronunciamento ministerial”
O Relatório de Auditoria Anual de Contas da Controladoria Geral da União (CGU) constatou pagamentos indevidos do INCA por meio de contrato com a Fundação Ary Frauzino (vulgo “Fundação do Câncer”) a servidores de cargos em comissão ou em função de confiança no Instituto. Os pagamentos irregulares chegam a R$ 5,2 milhões, de outubro de 2008 a maio de 2010.
O diretor- geral do Instituto e seu coordenador-geral de Administração e Recursos Humanos, ambos no ano de 2010, tiveram suas gestões consideradas irregulares por terem causado “danos ao erário público”. Foi determinado ao INCA que providencie junto à FAF “a devolução ao erário” dos valores pagos irregularmente. O relatório constatou que o INCA apresenta “fragilidades na comunicação interna, no setor de licitações e nos controles das áreas de recursos humanos”. O documento também destaca que “em 2010 foram instaurados 70 processos de sindicância para apuração de fraudes e desvios”.
O relatório, que data de 6 de julho de 2011, foi encaminhado ao ministro da Saúde, (“com vistas à obtenção de pronunciamento ministerial”), e ao Tribunal de Contas da União (TCU).
